Roughing on Second Passer

QB takes a snap, and pitches back to another A player. That 2nd A player does not get protection from Illegal FWD pass/ING since he was not first to receive the snap. However, does the same thing apply to Roughing the Passer?

Yes, Roughing the Passer applies to any player who throws a legal forward pass, 2-32-1, 9-4-4.
